Summary

This briefing examines early responses to the EU Deforestation Regulation (EUDR) across eight producer countries and five commodity sectors. It finds growing government and private-sector efforts to strengthen traceability, data systems, legal frameworks and institutional coordination. However, smallholders and informal producers remain at risk of exclusion due to limited capacity, documentation and unclear land tenure. The briefing highlights the need for inclusive systems and targeted support to ensure EUDR implementation contributes to deforestation-free and equitable supply chains.
The evidence is based on eight case studies with active development partner engagement (Cameroon, Ghana: cocoa; Colombia, Ethiopia, Lao PDR: coffee; Indonesia: wood; Malaysia: palm oil; Thailand: rubber).
